Members have reported footpaths obstructed by vehicles. Such inconsideration is a criminal offence and details have been passed on to the police. The Hertfordshire Constabulary have confirmed that particular attention is paid to the Milcars - Station Road area and that their patrols will issue penalty notices. Members may call Borough Police stations to report further infractions. Vehicles left on the Public Highway not displaying a valid Excise Duty disc should be reported to the Borough Council for removal.

During the past year your Borough Council proposed to dramatically increase the charges for using the Council car park in central Radlett. Their rationale was to standardise the charges for using council car parks across the borough. Your society opposed the increases on your behalf on the grounds of local factors. The outcome was that the Council withdrew their policy and agreed to freeze current charges for a year pending a review of local circumstances by independent consultants. Your society favours the bias towards short term parking of up to 3 hours over long term all day parking in the centre of the village. This is necessary for a flourishing community centre with a variety of successful businesses and services.

The current provision of free short-term parking in the village is being abused removing this important facility from general use. The enforcement of yellow line restrictions is the responsibility of Traffic Wardens. There is a shortage of Wardens and resources to provide more. The Hertsmere Council and Hertfordshire Constabulary are currently in discussion about the possible decriminalisation of yellow line offences. This would permit local Borough Wardens to enforce the regulations. The money collected from tickets issued by Traffic Wardens is passed to the exchequer and Central Government funds, whereas Borough Council ticket revenue stays within the Borough and can be used locally. There is also an efficiency benefit since existing CPZs are already patrolled by Borough Officers and decriminalisation would permit them to enforce all parking regulations on their patrol.

This is an appropriate time for you to make your views known. What do you think should be done and how should waiting limits on the highway be enforced? Would you favour Parking Ticket machines being installed in Radlett?
